Two police officers from the Greater Accra Regional Police Command have been accused of arrogating power to themselves by defying an order from the Accra High Court (Human Rights Division) to arrest the Security Supervisor of Comet Security Company (CSC), Mr. Kingsley Adjei, amidst public condemnation and growing tension and confusion.
The officers reportedly acted on the direct instructions of Lance Corporal Richard Tetteh to unlawfully arrest Mr. Adjei, who also serves as Acting Director of Operations for Woodfields Development Company Limited, in connection with an ongoing land dispute at Borteyman in Accra.
Police Defy Court Order
According to Mr. Adjei, Lance Corporal Tetteh instructed the two officers to arrest him despite a ruling by the Accra High Court (Human Rights Division) rescinding an earlier bench warrant issued by the Accra High Court (Land Division).
The cancelled bench warrant had been granted following allegations by Lance Corporal Tetteh that Mr. Adjei led a violent assault on him at the Chrematinville Estate area at Borteyman, near Trassaco Valley in Accra.
The case in reference is the Republic – Respondent vs. Benjamin Takyi, Alexander Gyebi, Kingsley Adjei, Isaac Owusu, and Isaac Adjeman – Applicants, Suit No. HR/0035/2026.
Despite the court’s decision, Lance Corporal Tetteh allegedly defied the ruling and ordered the arrest of Mr. Adjei on Wednesday, December 3, 2025.
Mr. Adjei stated that he could not understand why Lance Corporal Tetteh would ignore a High Court order, insisting that the officer was allegedly acting as a landguard and abusing his authority for private interests, hence calling for immediate interdiction.
Arrest at the Court Premises
Mr. Adjei explained that he was arrested while attending a civil case at the Accra High Court (Land Division) with his lawyer, who was immediately informed of the incident.
Upon arriving, the lawyer explained to the officers that the High Court (Human Rights Division) had already rescinded the bench warrant. He showed them a soft copy of the order as proof.
The officers then called Lance Corporal Tetteh, and Mr. Wisdom again explained the court’s ruling to him. However, according to Mr. Adjei, Lance Corporal Tetteh rejected the explanation and insisted the officers proceed with the arrest.
Mr. Adjei quoted him as saying:
“I will not respect any order or decision from an Accra High Court. I have thrown that order into the dustbin.”
Tetteh allegedly ordered the officers to take Mr. Adjei to the Achimota Circuit Court so he could meet them there personally.
At the Achimota Circuit Court
Upon arrival, the police prosecutor handling the case approached Mr. Adjei, who again presented a soft copy of the ruling. The prosecutor advised him to file a hard copy at the court registry.
When Lance Corporal Tetteh arrived, the prosecutor also presented the hard copy for verification. Despite this, Mr. Adjei said Tetteh ignored the court order and proceeded to handcuff and arrest him.
At the Accra Regional Police Command
Mr. Adjei noted that at the Command, Lance Corporal Tetteh showed the court order to a senior officer. After thoroughly reviewing it, the senior officer reportedly told Tetteh that they could not detain Mr. Adjei, as the ruling explicitly stated that his continued detention would be unlawful.
The senior officer advised that Mr. Adjei could only be cautioned and granted police enquiry bail.
During interrogation at the CID office, Mr. Adjei said he discovered that there were no petitions lodged against him.
He alleged that Tetteh was rather acting on behalf of private individuals—specifically one Mr. Jonathan Yohonu, popularly known as Big Joe, who allegedly sold Woodfields’ land at Chrematinville Estate to an estate developer, King Adu Francis.
Accusation of Landguardism
Mr. Adjei accused Lance Corporal Tetteh of engaging in landguardism and abusing his office. He alleged that the officer provided security for landguards constructing a fence wall on land legally acquired by Woodfields at Nmai Djor-Borteyman.
He said the situation worsened when the officer and his associates realised that their actions would expose them, leading to the hurried arrest and arraignment of Woodfields workers before the Achimota Circuit Court.
Denials and Clarification
Mr. Adjei vehemently rejected allegations that he is a notorious landguard or that he employs landguards. He also denied claims that he ordered an attack on Lance Corporal Tetteh.
He described his arrest on charges of leading a violent assault on the officer as unlawful and fabricated.
He dismissed media reports claiming he had been arrested from a hideout after weeks on the run, insisting such stories were false and misleading.
Call for Investigation
Mr. Adjei has called on the Minister for the Interior and the President to institute a full-scale investigation into the matter. He is demanding disciplinary action and the interdiction of Lance Corporal Tetteh, whom he accuses of aiding civilians to encroach on company lands at Borteyman.
“We believe that the involvement of some police officers and soldiers in aiding civilians to encroach on our lands at Borteyman has escalated landguard activities in the area,” he said.
Mr. Kingsley Adjei currently serves as Security Supervisor at Comet Security Company and Acting Director of Operations for Woodfields Development Company Limited and its affiliates. He stressed that he is not a landguard.
