– GH¢5,300 unaccounted from blogger payments (Page 36)
– GH¢117,180 in unauthorized rental payments to Board Secretary Victor Kusi Boateng
– No procurement unit or contract register (Page 56)
Management claimed members “verbally agreed” to secrecy, but auditors noted this invalidated procurement decisions. The committee approved $500K+ budgets without documentation.
