The Minister of Communications, Digital Technology and Innovation, Samuel Nartey George, has explained that the recent suspension of enforcement actions against unlicensed delivery riders was necessary due to inadequate engagement with stakeholders.
The exercise, which was jointly carried out by the Postal and Courier Services Regulatory Commission (PCSRC) and the Ghana Police Service, sought to ensure that all courier operators, including individual riders, complied with licensing requirements under existing laws.
While reaffirming that the PCSRC has the legal mandate to regulate the courier and logistics sector, the Minister emphasized that the approach taken lacked the necessary consultation with those affected.
“As ministry having oversight over PCSRC, we fully endorse the regulation and licensing of the space. So that is not in question. However, it appears as though the enforcement of the licensing has happened in a manner that does not suggest sufficient engagement with stakeholders,” Mr. George said.
He noted that the absence of broader consultation was the main reason behind the directive to suspend the enforcement.
“That is why the ministry has directed they suspend the implementation, and I have called for stakeholder engagement,” he added.
A stakeholder meeting has been scheduled for September 2, which will bring together courier companies, individual operators, the PCSRC, its board, the Ministry, and other industry stakeholders to chart a more inclusive path forward.
The Minister stressed that the suspension does not amount to scrapping the law, but rather creating space for dialogue.
“We need to have a conversation that the law must be implemented in a serene manner and that is simply what we are going to do,” he said.
Mr. George reaffirmed government’s commitment to regulation and law enforcement but emphasized that such actions must be carried out fairly and with broader input from all affected parties.
