Strategic leadership thinker and security systems expert, Dr. Victor Abbey, has officially launched his latest book, Intelligence Service Leadership in a VUCA World, at a high-level ceremony held at the British Council Auditorium in Accra.

The event brought together senior government officials, security chiefs, members of the diplomatic corps, academics, and policy experts, reflecting the national significance of the publication and its contribution to contemporary security discourse.

Published by The Abbey Consult, the book provides a comprehensive framework for understanding and strengthening intelligence service leadership in an era characterised by volatility, uncertainty, complexity, and ambiguity (VUCA).

The publication examines the evolving nature of intelligence systems and institutions and highlights the importance of leadership development, ethical governance, institutional coordination, technological integration, and strategic foresight in responding to emerging threats.

Speaking at the launch, Dr. Victor Abbey noted that the changing global security environment demands a new approach to intelligence leadership. According to him, intelligence leadership today must extend beyond the traditional function of information gathering to embrace adaptive, ethical, technologically enabled, and strategically integrated systems capable of effectively addressing complex and evolving threats.

The event attracted distinguished personalities from Ghana’s security and governance architecture, including the Director-General of the Bureau of National Intelligence (BNI); the former Chief of Army Staff and former Director-General of Defence Intelligence of the Ghana Armed Forces; the Chief of Naval Staff; the current Chief of Defence Intelligence of the Ghana Armed Forces, who also served as the reviewer of the book; representatives of the Chief of Air Staff and the Comptroller-General of the Ghana Immigration Service; as well as other senior officers, diplomats, and experts in governance and security.

The Guest of Honour and Chairman of the occasion, Hon. James Agalga Esq., Chairman of Parliament’s Defence and Interior Committee and Member of Parliament for Builsa North, underscored the critical role intelligence institutions play in safeguarding national stability and supporting evidence-based decision-making.

He commended Dr. Abbey for producing a timely and significant body of work that addresses the shortage of locally relevant professional reference materials for policymakers and stakeholders within the security sector.

Throughout the publication, Dr. Abbey argues that the effectiveness of intelligence institutions depends not only on operational capabilities but also on sound leadership, robust institutional structures, and effective inter-agency coordination.

The book advocates the development of integrated intelligence systems, stronger ethical and legal governance frameworks, enhanced collaboration among security agencies, and the adoption of emerging technologies, including artificial intelligence and data analytics.

It also highlights the importance of promoting African-centred models of intelligence transformation that are responsive to the continent’s unique realities and challenges.
