The Ministry of Gender, Children and Social Protection has marked a major milestone with the launch of three new legal instruments aimed at building a more inclusive, equitable and resilient Ghana.

The instruments are the Social Protection Act, 2025 (Act 1148), the Social Protection Regulations, 2026 (L.I. 2521), and the Affirmative Action (Gender Equity) Regulations, 2026 (L.I. 2522).

The launch was held under the theme: “Building an Inclusive, Equitable and Resilient Ghana: From Legislation to Impact.”

Speaking at the event on Wednesday, October 7, 2026, the Minister for Gender, Children and Social Protection, Agnes Naa Momo Lartey, said the passage and rollout of the three instruments represented a major shift from policy commitments to enforceable legal frameworks that would guide the delivery of social protection and gender equity in the country.

The Minister said the three instruments together create a stronger foundation for tackling poverty, inequality and exclusion, while positioning Ghana to meet its commitments under the Sustainable Development Goals, particularly SDG 1 on no poverty and SDG 5 on gender equality.

“For years we have had policies. Today we are moving from legislation to impact. These instruments give us the tools to ensure that no one is left behind, that women and girls have equal opportunities, and that the most vulnerable in our society are protected by law, not just by goodwill,” a senior official of the Ministry stated at the launch.

The Ministry of Gender, Children and Social Protection said it would roll out a nationwide sensitisation campaign in the coming months to ensure that duty bearers and rights holders understand the provisions of the new laws.
