GHC20 billion allocated for interest payments in 2025 mini-budget

Parliament’s Finance Committee Chairman, Patrick Boamah, has revealed that GHC20 billion from the 2025 Mini-Budget will be used for interest payments, including obligations to Independent Power Producers (IPPs) and the Energy Sector Levy Account (ESLA).

Speaking during the budget approval session, Mr. Boamah stated, “The Committee noted that projections in respect of interest payments amounted to GHC20.69 billion. The amount includes payments to the Energy Sector Levy Account (ESLA) and Independent Power Producers (IPPs).”

Despite delays in presenting the Mini-Budget, Finance Minister Dr. Mohammed Amin Adam assured the Joint Committee on Budget and Finance that government operations would not be affected. He emphasised that measures are in place to ensure public services continue to function smoothly during the transition period.

This disclosure comes after Parliament approved the GHC68.13 billion Mini-Budget to fund government operations in the first quarter of 2025. The budget also projects total revenue and grants at GHC42.54 billion, representing 3.5% of Ghana’s GDP.

During deliberations, concerns were raised over debt management, revenue mobilisation, and fiscal consolidation. The Mini-Budget is expected to provide economic stability and sustain essential services during the transition to the incoming Mahama administration.
