Kumasi Assembly Confronts GH₵123m Debt Amid Legal Overhaul

The Kumasi Metropolitan Assembly (KMA) faces a GHC123.5 million debt crisis, Metropolitan Chief Executive Richard Ofori-Agyeman Boadi revealed during the 9th Assembly’s session on June 17, 2025.

The liability, fueled by 44 active and dormant court cases including wrongful demolitions and contract breaches has prompted urgent legal and financial reforms.

Boadi outlined measures to curb further liabilities: a new risk assessment framework, out-of-court settlements for critical cases, and mandatory legal reviews for demolition orders. Seven cases have already been resolved through negotiation. Despite a 27% rise in internally generated funds (IGF) to GHC43.6 million in 2023/2024, garnishee orders and legacy debts strain resources.

The Assembly will prioritize digitizing revenue collection and stricter oversight, leveraging a restructured District Assemblies Common Fund allocation of GHC29.6 million annually. Boadi emphasized that financial stability hinges on “enhanced mobilisation” to meet Kumasi’s development needs under President John Mahama’s administration.
