Political interference destroying the principle of neutrality in Civil, Local Government Service – CLOGSAG

Civil And Local Government Staff Association Ghana (CLOGSAG) has expressed deep worry about political interference on appointments or promotions on partisan lines in the Service.

“Political interference manifests in various forms such as direct appointments by government, Ministers coming in with Special Assistants, Technical Advisors, Special Aides, posting of Chief Directors among others”, said the Association.

According to CLOGSAG, once such interference are exhibited, the principle of neutrality and integrity are weakened and endangered, adding that no civil servant or local Government Servant should own position on partisan activities.

The Executive Secretary of CLOGSAG, Mr. Isaac Bampre Addo was speaking at the 2025 May Day Thanksgiving Services in Accra, saying these political appointees do not have the requisite qualification, experience and exposure including other competencies to run the civil and public service machinery.

CLOGSAG in this regard have therefore called on government to put in swift measures to halt these practices of ignoring and disregarding existing tenets and procedures in the Services, adding that the local Government Services must not be entangled with political interference that stifle it’s progress.

CLOGSAG will also draw government attention to the schedule under Section 14 of Presidential (Transition) Act 2012 (Act845) which stipulates the category of persons whose appointments should cease upon the assumption of office of a new President.

“The Association said it has analyzed and will identify any provision authorizing the President to terminate, post, appoint, promote and transfer any Chief Executive Officer, Chief Directors, Heads of Departments any employee of public institution and public corporations,” he said.

CLOGSAG is again calling on Minister of Labour, Jobs and Employment of a matter of urgency to immediately convene the National Tripartite Committee to discuss these worrying national issues.
