President Mahama appoints Musah Ahmed as new Judicial Secretary

The President, John Dramani Mahama, has approved the appointment of Musah Ahmed as the new Judicial Secretary of the Judicial Service of Ghana.

The appointment, which took effect immediately, was made in accordance with Article 148 of the 1992 Constitution and on the advice of the Judicial Council.

A letter dated Wednesday, 8 October, said Mr Ahmed was officially sworn in the same day by the Acting Chief Justice, His Lordship Justice Paul Baffoe-Bonnie.

He succeeds Dr Cyracus B. Bapuuroh, the Deputy Judicial Secretary, who had been acting in the role since April 2025. Mr Ahmed thus becomes the 17th Judicial Secretary since Ghana’s First Republic.

With more than 25 years of legal experience, Mr Ahmed has practised privately as Chief Executive of Ahmed Legal Consult, specialising in maritime, commercial, constitutional, land and international law.

He has also provided legal advisory services to diplomatic missions, including the Embassies of Saudi Arabia and Kuwait, as well as corporate and traditional institutions.

A former Vice-Chairman of the Hajj Board, Mr Ahmed has played key roles in advancing rule of law and institutional reform. As a founding member of the Legal Resource Centre, he contributed to efforts to expand access to justice and strengthen institutional capacity.

His professional achievements include winning the B. J. da Rocha Prize and publishing works on cybersecurity, parliamentary immunity and natural resource governance.

Mr Ahmed holds a Master of Laws (LL.M.) in National Security Law from the University of Ghana (2023) and earned his LL.B. with Honours from the same university in 1997. He was called to the Bar in 1999, where he received the award for Best Student in Advocacy and Legal Ethics.

He is a member of the Ghana Bar Association, the American Bar Association and the National Bar Association (Washington, D.C.).

Mr. Ahmed is expected to bring these values to bear on his role as the Judicial Secretary.
