Speaker Alban Bagbin has noted that the frequent recall of Parliament has the potential to disrupt Parliamentary calendar and have negative impact on the annual budget of the House.
According to him, “frequent recalls can disrupt planned legislative annual budget and workflow, drain national resources, and affect the overall productivity of Parliament”, and there is a need for the two main Caucuses to be mindful of this.
Taking into account, the current economic situation in the country, Mr. Speaker has warned the MPs not to abuse Article 112 of the 1992 Constitution and the same article “should not become a tool to keep Parliament in perpetual or continuous session, thereby preventing Parliament and Members from performing the other aforementioned constitutional functions and duties to the country and constituencies”.
He said, that a frequent invocation of Article 112 (3), particularly in a House composed such as this eighth Parliament, could pose challenges to the governance of the country and that, “the good intentions of the drafters of the Constitution could be turned into a horror movie”.
Parliament is re-called to consider three motions, a $250 million IDA financing agreement, tax waivers, and a possible reconsideration of a decision of the House on an earlier item that was taken on the 30th of July 2024.
