Emilio García Silvero has stepped down as FIFA’s chief legal and compliance officer after eight years in the role, the world governing body confirmed on Friday. He is leaving Zurich and Miami to return to Madrid for a new professional venture.

The move removes a central figure from the upper administration during a turbulent cycle for the organization.

Growing Executive Instability

Emilio García Silvero

García Silvero becomes the second high-profile executive to depart in recent months. Former chief operating officer Kevin Lamour resigned in August, publicly stating that President Gianni Infantino’s controversial World Cup sale plan had “deceived” the administration.

Further leadership shifts loom on the horizon. Sources revealed that former Arsenal manager Arsene Wenger is not expected to renew his contract as chief of global football development when his current deal expires.

Impact on Spanish Football Ambitions

The resignation directly impacts Spanish sports governance. Spain loses a key representative within FIFA’s executive leadership just as it prepares to co-host the 2030 World Cup alongside Portugal and Morocco.

The three host nations have not yet selected the venue for the tournament’s final match. Losing a high-ranking Spanish national inside the governing body could alter administrative dynamics surrounding the decision.

Legacy of Global Regulatory Reforms

Throughout his eight-year tenure, García Silvero directed major shifts in how global football is governed. He established an international payment clearinghouse, restructured rules governing football agents, and launched a modernized international transfer tracking system.

Beyond regulatory rewrites, he worked to align rule enforcement across all six continental confederations. During his time at FIFA, he also served on panels for the International Olympic Committee, the World Anti-Doping Agency, and the Court of Arbitration for Sport.

Official FIFA Acknowledgment

FIFA publicly recognized García Silvero’s contributions to international football governance upon his departure.

“Since joining FIFA at the 2018 World Cup, Emilio has made an active contribution to the development and modernization of the regulatory framework governing international football,” FIFA said in a statement.

“During his tenure as an executive, he led a team of professionals across offices in Zurich and Miami, spearheading major projects, regulatory reforms, educational initiatives, and programs aimed at strengthening transparency, legal certainty, and access to information regarding football’s rules and regulations.”

Commercial Resistance and Conflicting Visions

The executive shakeup follows intense friction over commercial strategy. Infantino sought to launch FIFA Forward Enterprise, a commercial venture designed to manage revenue streams for the World Cup and other tournaments using minority private investment.

The initiative collapsed in August after three continental confederations rejected the proposal and UEFA threatened a full boycott of FIFA competitions.

Crucial Calendar for Global Governance

The leadership turnover coincides with several major administrative events on FIFA’s agenda.

An extraordinary FIFA Congress takes place on Nov. 23 to officially select host nations for the 2031 and 2035 Women’s World Cups. The FIFA Council will meet again on Dec. 16 to address ongoing operational matters.

Looking further ahead, the deadline for presidential candidacy submissions is set for Nov. 18, leading into the next FIFA presidential election on March 18, 2027, in Rabat, Morocco.

Institutional Transition and Future Outlook

García Silvero’s departure underscores a broader period of administrative transition within FIFA as it navigates complex commercial decisions, regulatory overhauls, and upcoming global tournaments. As the organization moves toward key electoral and hosting milestones, maintaining governance continuity across its global operations will remain a central priority for its remaining leadership.
