Professor Ransford Gyampo of the University of Ghana has sternly challenged John Dramani Mahama’s proposed policy of waiving academic fees for level 100 students.

Gyampo has emphasized that Mahama’s promise to ensure this policy will not negatively impact university subventions is crucial for its successful implementation.

Gyampo acknowledged the potential benefits of Mahama’s promise, noting that it could significantly ease the financial burden on students. He stressed, however, that Mahama’s success in implementing this policy hinges on his ability to increase and timely release government subventions to universities.

“If you honour these promises, it will be well with you. But if you don’t, I will be here and criticize you,” Gyampo stated on TV3’s Key Points on August 17. He underscored the importance of this commitment by pointing out the historical decline in government subventions, which has left universities struggling with basic operational costs beyond salaries.

Initially, Gyampo was concerned that waiving fees might exacerbate the financial strain on universities, given the reduction in government support over the years. However, Mahama’s assurance that subventions will be increased and managed effectively has partially alleviated Gyampo’s concerns.

Mahama has projected that the policy will cost between 270 and 290 million Ghanaian Cedis. He has argued that this amount can be sourced by cutting wasteful government expenditures, such as reductions in the presidential budget.

Mahama has also promised that, if elected, his administration will address the financial challenges universities face by increasing and ensuring the timely disbursement of subventions.

Gyampo’s comments reflect both the potential positive impact of the policy on students and the critical need for Mahama to follow through with his funding promises to avoid exacerbating the financial difficulties faced by universities.
