A Ghanaian pastor, Isaac Oppong, has been arrested alongside 14 others in Vaughan following a fraud investigation conducted by the York Regional Police.
According to authorities, the suspects are accused of submitting false applications to Canada’s Homeless Prevention Program, a social intervention initiative designed to support vulnerable individuals and families.
Investigators allege that through these fraudulent applications, the group was able to unlawfully obtain approximately $99,600 intended to assist those in need.

The York Regional Police confirmed that the arrests were part of a broader operation targeting individuals suspected of exploiting social support systems.
While details of how the alleged scheme was executed remain limited, officials indicated that the suspects worked to manipulate the application process for financial gain.
